Your server might not like /outgoing/TESTVMS/test.csv, which is an absolute path. Since you are changing the working directory to /outgoing, (and then creating TESTVMS in there), consider changing the working directory once again to TESTVMS, get confirmtation by PWD that you are now in /outgoing/TESTMVS and then upload only "test.csv".
Old FileZilla? How old? What version? They used to be quirky for a while...
