I'm not entirely convinced. Is this how pzprjs tends to order the checks?

From a solving / rule discovery point of view, I see some advantage in checking that the clues are satisfied sooner rather than later.

I don't have a strong opinion on this though.

I think so. Nurikabe starts with the 2x2 check, and Hitori/Kurodoko start with checking if two shaded cells are adjacent (right after checking if any cell is shaded at all).
