yeah, we can reopen if it ever gets beyond stage 2

The here linked proposal has been replaced by https://github.com/tc39/proposal-export-ns-from, which is now Stage 4 and has been merged into ECMA-262 a few weeks ago.
Acorn has had a plugin for this syntax for a year now here: https://github.com/acornjs/acorn-export-ns-from (found via this issue).
I would love for this syntax to be supported by Rollup! 🚀
