Paragraph Numbering about git-legislation

My thought was that the filenames would be modified accordingly in the bill editing application. Using numbering in the filenames has the benefit of making the content navigable without a bill editing application.

However, if this approach makes it difficult to merge branches or generate useful diffs between branches, I think we should throw it out.

Do you know how to branch and merge in git via w/e tool you are using?

I do. In fact, there's already a branch in this repo for S4199.
