The Windows builds may be blocked awaiting MSYS2 releasing OpenSSL 1.1.1f, as 1.1.1e introduced a breaking change. Other platforms may be using 1.1.1d, which does not have the breaking change.

https://github.com/ruby/setup-ruby/releases/tag/v1.28.0 adds those 4 new releases on Ubuntu and macOS.

For Windows, we'll wait for builds from RubyInstaller by @larskanis.
Then I can just run ruby generate-windows-versions.rb and this issue should be resolved.
