The Bundler::HTTPError during request to dependency API
you're seeing is intentional. We're doing some performance tuning on bundler-api and all bundles with 100 or more gems will return a 413 error. Bundler (the rubygem) will print a nasty error, download the full gem index, and continue on as it always does.
The real issue is when downloading the actionpack gemspec. @indirect may have some insight into why that's failing. I have to assume it's an issue completely outside of bundler.

Thanks for the quick response. You're absolutely right. According to traceroute there is some sort of network issue between me and the cloudfront servers rubygems is using:
