Vote Deduplication/Rate Limiting about ratethedub

Aspects of this system that will probably be required:

• Track IP address of vote
• Set a snowflake cookie based on the IP
• User agent verification
• Some kind of system where POST requests can only be made from the web form
• Vote rate limiting for IPs
• Honeypot fields

Between all these the spam prevention system should be quite robust. Maybe even over-engineered. I'm going to do some research into this and see what other things I can find.

Using a Captcha system may also be a good approach. A lighter system like HCaptcha could do the trick.

For now I'm going to call this "good enough". Any additional defenses should be added as needed, for now this is a good baseline.
