This issue is not meant to be used for technical discussion. There is a Zulip stream for that. Use this issue to leave procedural comments, such as volunteering to review, indicating that you second the proposal (or third, etc), or raising a concern that you would like to be addressed.

We discussed this in the 2021-01-19 @rust-lang/lang meeting. We were generally in favor; we're currently figuring out who may be able to serve as the liaison for this. @scottmcm volunteered to work with the proposers to prepare for a lang design meeting.

I have not idea what the right solution is, but the problem space is persuasive, so I support chartering a team to explore it and figure out a good way forward here.
