I've gotten tons of requests for this, but I've deferred it until I have rewritten the panels as UI elements instead of legacy input elements. I know that the UI allows draggable elements, so I might just write it so that people can drag the elements to a different spot instead of clicking up/down arrows to rearrange them. Would be a better alternative. I need to look into this to see, though.
