I believe this is a stack-1.6 issue on Arch Linux, see commercialhaskell/stack#3518.

The code-page package shouldn't be at fault here, since on non-Windows OSes, the System.Win32.CodePage module simply exports nothing. (Indeed, the same error was reported in commercialhaskell/stack#3518 when linking against the Cabal library.) I'll go ahead and close this, since I don't think there's anything that can be done on code-page's end, but feel free to reopen if the discussion on commercialhaskell/stack#3518 reveals otherwise.
