python 3.x support about langid.py

There is a working Python 3 version in the following branch:

https://github.com/saffsd/langid.py/tree/python3

I'd like to unify it with the Python 2 version, and also bring the training tools up to date, but have not had a chance to.

for anybody who would like to install it via pip:

pip install -e git+https://github.com/saffsd/langid.py.git@python3#egg=langid-dev-py3
