modules' classpath resolution to particular entries occurs during their import.
import is performed on project-by-project basis.
so for the moment of importing module1 (which depends on module2), module2 is not is imported yet. as a result it's not taken into account for classpath entries resolution of module1.
we have to iterate thru modules twice. first time for projects creation and initial setup, and second one - for classpath entries resolution
from bazel-ls-eclipse.
