So, it appears the problem with the Surface Pro that I have at work is actually the Kaspersky software we are using on the network. Once this was disabled the Streamer worked fine.
Exclusion added for Kaspersky Endpoint Security 11
Path of application exclusion:

That isn't a nice one. Something goes wrong when the application wants to capture the audio from your PC. Then it stays in the buffering mode, because there's no data to stream.
I use CSCore for capturing the audio. There's an identical issue in that project.
Are you also using Windows 8.1?

Running Windows 10 Pro on a a Microsoft Surface Pro.
OS build 17134.472 Version 1803
I have no problem with running the streamer on a Microsoft Surface Go I just bought, which is running Windows 10 Home.
