In order to fix that you need to install Java Cryptography Extension (JCE).

The solution for Java 8:

• Download the Java Cryptography Extension (JCE) from http://www.oracle.com/technetwork/java/javase/downloads/jce8-download-2133166.html
• Copy the files inside jce_policy-8.zip to ${java.home}/jre/lib/security/ (make previously a backup of old files in case you need to revert them)

I will add this requisite on the documentation.

Facing same issue in Windows (2.3.1 and Java 8. Copied JCE to jdk/jre/../security. Please help

Try updating your Java 8 version.

Versions under 8u151 are affected by JDK-8157561

I have Java 8u181, problem still exists. Not able to perform Maven install on java-saml-core as tests are failing.
