Committed with 7d9369e but without the JavaScript closure-compilation, which needs more work

9cec861 was reverted (88cb363) as the SCSS task was causing the other gulp tasks to become unsynchronised, causing errors where further tasks would not be able to src certain files. Attempted to fix by returning as much as possible, but to no avail. Will re-visit in the future.
