Yes, I can confirm once commenting out, it works. Bit annoying as basically following the default tutorial doesn't get past initial install.

It's these lines in siteSettings.js:
liveEdit: false, __experimental_actions: ['update', 'publish' /* 'create', 'delete' */],
... once commented out, works as expected.

You also have to do the same with companyInfo.js
