This issue is not a bug, but rather a result of incorrect usage of the dialog service. When the hasOpenDialogs method is checked before calling dialogService.open(), it always returns false if there are no open dialogs at that exact moment. This means that if two methods from separate services both check hasOpenDialogs and then proceed to open a dialog, each will see that no dialogs are currently open and both will open their dialogs. As a result, multiple dialogs can be opened simultaneously.
For example, consider we have two services, each with a method that opens a dialog. One method opens the dialog immediately, while the other one opens the dialog after a delay using setTimeout(() => {}, 5000). If we call the delayed method first, it puts the setTimeout function in the event loop. When we call the immediate method from the first service, it passes the hasOpenDialogs check because the delayed dialog hasn't opened yet. Consequently, both dialogs will be open, leading to multiple dialogs being displayed.
