In contrast to global parameters, local parameter have to be declared as constant. Therefore, we actually don't need a special class. What we should do is to check in the set constant method if the parentSBMLObject is an instance of KineticLaw and then either throw an exception or write some message on the standard error stream and not to perform this change.
