Collect Requirements about townsquare-flask

We need a list of formal requirements for the project.

This should include a list of features and the problems the apps needs to fix.

As it stands, the requirements are pretty much written as the issues at https://github.com/sc3/django-townsquare/issues. It could definitely be cleaned up, but here's the basic rundown (probably isn't comprehensive):

Basic mission:

_**Have a system to keep track of volunteers' contributions of hours to the organization and to keep track of the reward credits they've earned as a result of their efforts.**_

Basic Features:

- Autocomplete for name insertion (issue 35 in that repo) - Add volunteers to system - Add events (where volunteer hours can be earned) - Track which volunteers are at each events (to issue rewards credits) - Track rewards credits

Expanding:

- Report generation - Sign-in/Sign-out kiosk (which, as it stands, is a separate project -- may be integrated later)

Of course, the means to get these things done are more involved (data cleaning, possible API construction, implementation of ORMs, use of client-side libraries, etc.). I could probably write a more in-depth story-oriented document in the near future.
