REST Server Processing and Caching about scenarioo

Introduced a new aggregator component that aggregates all needed data for all builds on server startup in separate files. The list of builds and branches is even cashed in server memory now.
Also corrected the sorting of the builds and branches.

Still missing:

1. Preprocessing of steps data
2. Http Caching

also improved the data transformation, so newly generated example files will not contain unneeded data in places where they do not belong to (e.g. all configuration modules on the scenario)

closed the story, even though the steps service is missing,. but this is in scope of the user story for navigating the steps
