It's more convenient to have everything in SA, as evidenced by Scratch Notifier.
Besides, this feels like it would be a logical part of the cloud games addon (as noted by mybearworld).

Sounds like a fun idea! But polling the Cloud in the background 😨 - the cloud games addon only requests cloud logs whenever the tab is opened, but having background notifications is going to be challenging imo, unless websockets can be used by extensions?
