It was hit when setup_group0_if_exist() was blocked, which delays initialization of load_meter. So issues with group0 replay make this issue easy to hit.

Not sure, may be considered more of a frontend issue (e.g. perhaps the HTTP APIs used by nodetool status should become available later? but dunno) @kostja please make the decision

It's an old problem unrelated to raft, we hit it now since it's a bit more likely to hit.
