support for nodetool refresh from remote storage about scylladb

Makes little sense to me when we can simple script it in Ansible or similar tools... However, we do have now a S3 client in Scylla, so it is doable.

@mykaul the goal is when you DON'T have access to Scylla cluster (only CQL access) and still want to load sstables to it ...
so of course my definition of the problem is bad and it will likely span multiple issues, but this issue is just a starter
so yes, for when you have ssh access this issue is moot, but when you don't then this issue becomes interesting

btw. I filed it here and not in tools since for nodetool to support it, the refresh first needs to add support on Scylla side (e.g. downloader, disk space checker, forwarder to existing service ... and it should be traceable somehow so it will need a manager similar to repairs (with single coordinator, but then all nodes need to know who streams now and probably block it on their side)), so proper implementation on Scylla side won't be that simple, but at the same time also not that hard
