$ sudo iwconfig $wifi_interface mode monitor
$ sudo owl -i $wifi_interface -N

You need to run owl as root.

Forgot to mention - it’s the exact same thing as root.

It seems that your Wi-Fi driver does not support setting the monitor mode via Netlink. If you can set the interface to monitor mode via some other means, you can try to start owl with -N
