How do we use searchStrategy in our config now?

A new major version of semantic-release was released on Friday and it included breaking changes. One of those breaking changes was an update to the latest version of cosmiconfig, which included these breaking changes: https://github.com/cosmiconfig/cosmiconfig/releases/tag/v9.0.0

we do not currently expose a way to provide configuration to our use of cosmiconfig. i'm open to including this difference in our breaking changes description if you feel that is appropriate, but i would suggest that automatically using config from outside the root of the project was never intentionally supported by semantic-release. i would even argue that doing so presents a security risk.

our recommended approach would be to instead define config directly in the project you are looking to release, possibly extending a shareable config from there.

because of the security considerations of reaching outside of the project, i dont see supporting your use case being an approach we add support for going forward.
