I agree - there is a need for clarification. I would expect that Administrative Units is a way of descriping a Location, for instance Municipality XX has a name, identifier, geographical extend (borders) etc.
What about cadastral parcels and buildings? Has these kinds of locations types (?) being discussed as well?

@laers @dimi-schepers An AdministrativeUnit is a special case of a Place. Where Place is defined as in http://purl.org/dc/terms/Location: "A SpatialRegion or NamedPlace". It has indeed a name and a geometry, inherited from Place. INSPIRE defines AdministrativeUnit as "Governance unit where a State has and/or exercises legal capacity, in the context of local, regional or national administration". Definition of dcterms:Jurisdiction is "The area over which the jurisdiction of a government extends." So actually, Jurisdiction is also a Place as it covers an area. but it is a bit different from AdministrativeUnit: a jurisdiction is about the legal capacity in an area, an AdministrativeUnit is how this legal capacity is organised as an administration. And indeed: as an AdministrativeUnit is a Place (and Jurisdiction as well), it can be used to describe a location (a spatial position), although in an indirect way, not by means of coordinates (which would be the direct way). And it is often used as Address component.

In the last release of Core Vocabularies, the AdminUnit class has been added to define hierarchical ways, in more structured format than AdminUnitL1 and AdminUnitL2: https://semiceu.github.io/Core-Location-Vocabulary/releases/2.00/
