"ValueError cannot find suitable AWS partition" returned when running taskcat from Docker about action-taskcat

When running taskcat locally, outside the Docker container, we are able to connect to AWS and deploy the CloudFormation resources.

Was able to reproduce the issue locally – if the AWS_ACCESS_KEY_ID environment variable is set, but contains incorrect values, then the ValueError cannot find suitable AWS partition error is returned.

In the local environment, the Dockerfile contained dummy values for both the AWS_ACCESS_KEY_ID and AWS_SECRET_ACCESS_KEY. By removing the offending lines, taskcat now throws the expected NoCredentialsError Unable to locate credentials.

As a reference, the local Dockerfile was defined as:
