act does not render reprint terminal output about action-taskcat

When running through GitHub Actions, reprint seems to change mode and prints normally.

Not in terminal, reprint now using normal build-in print function.

reprint verifies whether it's printing on a terminal by calling sys.stdout.isatty(). We would need to fool taskcat into thinking it isn't in a terminal, in order to make act testing viable.

By redirecting output to cat, we can make sys.stdout.isatty() return false, and disable reprint's multi-line output functionality.

With the Dockerfile updated to pipe taskcat output to cat, act works as expected.
