Why do you create a new connection every time to send to the chat server? That's bad, keep the connection object alive. What OS are you running this on Windows server?

Keeping the connection object alive fixed the issue. In what cases should I be creating a new connection? Only when we get an exception?

You can do that, right now we continue for all exceptions except a 502 or something like that. You can handle OnError, inspect the type of exception and call connection.Stop().
