In Clearml, only have sub-projects per Serval instance about machine

After this is done and pushed, we should be able to delete the primary machine project and all sub-projects.
Also, if the machine project or sub-projects do not exist, Machine should create them.

So, the projects should look like:

• Machine (main project)
  • my-env (sub project)
    • engineId (sub-sub project)
      • jobId (experiment name)

The environment would need to be placed in values and sent to Machine through appsettings.json.
