We had a similar issue, we were using an IIS addon called DotDefender for IIS. 
By
Disabling the protection for the google site within IIS we got around this 
problem.
Perhaps you have similar software?

Just to add some detail, I've attached the waterfall for the page. It always 
fails at the call to admin-console.cgi?action=getruntimeinfo with:

this.xmlnode_ is null
var value = this.xmlnode_.getAttribute(this.attrname_); 
xmlattribute.js (line 77)

Having now edited a couple of the JS files the script loads up a little further 
but now stalls with a script error dialog and the message: "Error: element 
(WebserverFilterSetting) does not exist".  This still happens during the 
getruntimeinfo action.

I had same error when i set "Pathname for log file(s)" to 
"/var/log/apache2/access.log". After i manually edited config file and changed 
this value to "/var/log/apache2" and restarted service error was gone.
