This sounds like a nice thing to have as a standalone library that could live alongside polymaps. Polymaps' API is stable enough that I don't think it will be hard to maintain.
If it's small enough it could be merged in, of course. Are you still interested in working on it? I'd recommend that it start life as an example (most features did) and then we can see how it looks. Is there a link for OpenLayers Wax?

Sure, here's openlayers wax. It is the way it is mainly because OpenLayers requires so much instantiation.
I'm interested in developing it; I'll see if I can budget the time to throw at it soon.
