I dunno what's happening but it seemed like Tencent had canceled the anticheat stuff in spec mode and skinspotlights can work perfectly now.
though I cant be sure if it will be back again.

Interesting good to know and glad they did a change like that, I think Garena still has a similar problem (Though they had a workaround of manually launching the replay with the Garen Client closed) so will leave the issue open so whenever I do get time to work on updates on the tool I can just add a toggle to settings to avoid anything that would upset any anticheat software.
