[Bug]: Winget installs incorrect paths about cli

Thanks @btrepp for reporting this.

The Winget portable installer uses PortableCommandAlias attribute to make step available via a symlink stored in a path that Winget uses (C:\Users\USER\AppData\Local\Microsoft\WinGet\Links). This way, additional packages don't have to keep adding to $PATH.

I tested this out using Winget v1.4.11071 on WIndows 11 server.

What I noticed is that I have to close the terminal and reopen it in order for the step alias to become available.

I think this is because it's the first time I installed a portable package on this machine.
Could you give that a try, and reopen this if you're still having an issue?
