I'm having a similar issue. I believe this has something to do with the rails startup process.
Based on my understanding, when ExceptionNotifier is instantiated, ActiveRecord::RecordNotFound is not yet defined and is therefore not added to the list of exceptions to ignore. The source code for this is as follows:

def self.default_ignore_exceptions
  [].tap do |exceptions|
    exceptions << ::ActiveRecord::RecordNotFound if defined? ::ActiveRecord::RecordNotFound
    exceptions << ::AbstractController::ActionNotFound if defined? ::AbstractController::ActionNotFound
    exceptions << ::ActionController::RoutingError if defined? ::ActionController::RoutingError
  end
end
