Torrent announcement about open_stt

looks like aria2c works almost properly
there is some weird issues with checksums
ideally I need to re-create and re-publish torrent (maybe with aria2c?)
but I think I will do it later, I spent already too much time trying all of the torrent clients, that for some reason crash for new system

will publish a command for myself and for posterity

if anyone has issues with downloading some files, you can find their copies hosted on azure datasets
