first visit to alert/notifications/event log pages causes error about thruk

this is in my httpd error_log. and followed by many catalyst errors.

If there are problems with the timezone, you can explicitly set one with "use_timezone" in your thruk_local.conf

I set one with use_timezone = "Asia/Shanghai"
this error still occurs. (use_timezone = Asia/Shanghai without quotes does the same.)

whether I set or not use_timezone, the second time(and later) I visit these pages they're OK, but the first time will fail with
ERROR: Date::Manip unable to determine Time Zone.

sorry. seems it's a mod_fcgid problem and it disappears after upgrading mod_fcgid to 2.3.5 from 2.2
