Are you using Windows 10 OS? Not in a virtual environment, am I right? You should extract the archive, not drag and drop files from it into the terminal or whatever you do (it's not clear from the cropped screenshot). Next, you must use cmd.exe (read the documentation, not WSL). If something else, please provide more detailed information on the steps and an uncropped screenshot.
