Run oc cluster up within a playbook about k8s-infra

But it could be easily adapted for Linux. I have added 2 roles to use it and I will test it later today. BTW, the ommitter is a Red Hat engineer. So we could contact him too in case we want to make some modifications ;-)

Interesting project where the ansible playbook (galaxy role) could be used to :

• Check if cluster is running
• Run oc cluster up
• Install oc client if missing

Remark: it doesn't include task to do oc cluster down
