仔细看下代码，原来并不是，AfterFinishDeployEvent处理中OperationTransformer#doTransformToBizOperation获取bizInitConfig,如果该配置为空就直接跳过正常的处理路径，到设置【UNINSTALL】的逻辑。所以就是bizInitConfig配置问题，我看了bizInitConfig的获取方式，是从zk上获取，但是一开始初始化并没有拿到任何数据，这就比较令人懵逼了。
