Add a README with a few installation instructions

for those that don't have testkitchen or testkitchen-vagrant or inspec etc. installed.

In your talk at #cfgmgmtcamp you seemed to recommend installing https://downloads.chef.io/chef-dk/ubuntu/

Can't get kitchen test to run (missing inspec & berkshelf)

commented out the inspec part in .kitchen.yml gives me a different error
