This seems to be caused by intra-cell interference, thus the width of the antenna radiation patterns is not penalized enough. This can be visualized by plotting just 1 sectorized antenna and 1 omni station. The omni directional antenna is roughly 30 dB lower than the sectorized, which corresponds to it having an absolute worst case gain profile. (0 dB gain)
