RHEL: nrpe tries to start every chef-client run about nrpe

Taking a look at the init script used for the source installs there isn't actually a status / reload command there. Those are both used by the recipes so I'll need to add those. Once those are added the source install should behave properly.

The latest code in the master branch has a working status command. Let me know if you still see this issue.
