Hmm... the problem here isn't specific to Header.keys()--the actual keywords are being parsed as having a leading space. A strict reading of any documentation I can find for the HIERARCH convention technically allows this--HIERARCH keywords are allowed to contain spaces, and nowhere does anything say that it can't contain leading spaces or that leading spaces should be stripped.

That said, I'm going to go ahead an assume this is an oversight in the specification, because clearly this would be the human-desirable behavior. CFITSIO appears to strip the leading spaces so I'm going to go ahead and follow what it does here.
