According to this post, it seems that there is a limit for adding spells that are available from selection screen. So unfortunately I cannot help with that and only built-in spells are accessible for Sorcerers.
Creating a new Generalist Wizard with 18 INT, I was able to learn all of RoT new spells by in-game scrolls, here is the list:
- SCRX17
- SCRX24
- SCRX34
- BURGAS
- DRAGNSUM
- GOLDENCL
- ICEEXPL
- IIRADT
- PSSHLDDE
- REGFIELD
- ULTIMA
- WAKEINF
