I don't think that this should be addressed by our role. One could argue that if Splunk is not running on your cluster master (or any host for that matter), then you probably should not be trying to perform an app deployment to it/push a new bundle. This role was written for production environments, and aside from the check_splunk.yml task (which handles both fresh installs and upgrades), it assumes that you have an operational (i.e. splunkd is running) environment. It may also be undesirable to start a cluster master and then immediately push an indexer cluster bundle to it, since the CM usually needs some time for all of the peers to register and reach the configured target replication factor and search factor.
