Refresh Page 404 error about sb-admin-bs4-angular-8

I think I figured it out. I remembered I used to have the same problem with angularJS when the html5 mode was set to true, but I solved it using different router. Now what needs to be done is to configure server rewrites so that the server knows where to look at. I use IIS so I made a web.config file
