Memo text with unicode characters doesn't decode/encode properly. about java-stellar-sdk

The issue is specifically with XdrDataInputStream and XdrDataOutputStream. Looking at the code, these classes handle only "US-ASCII" characters.

Below are some more specific tests I did.
