As for the other two:

• desc in constants.xml & functions.xml files.
  Definitely a good idea but needs some additional code. There are already some changes planned around constants/functions/operators that need to be implemented first though (The best approach regarding translations can be decided in the process).

  Needs some thought. Maybe we could make add-on name and short description translatable. Long description probably isn't worth the effort (it's too hard to keep all translations up to date in case of changes).
