The social icons should be a part of the top menu. Unfortunately the menu responsiveness is still jacked-up so there isn't really a good way to make them fit inside of it until that is handled. Let's fold this into that fix

The social icons are also used on the front page FAQ section.
I noticed index.php and 404.php uses a separate header called header_index.php, I would recommend getting rid of that along with the fix since it's just duplicated code.
